What’s the best predictor of the number of residents in a neighborhood

What’s the best predictor of the number of residents in a neighborhood who will fill out the city’s neighborhood planning survey? (i.e. the survey wherein residents can talk about what sort of development they want in their ‘hood.) As you can see from the graph on the left (click it to enlarge), population of the neighborhood doesn’t seem to predict much–Belltown and the U-District have plenty of residents and very few responses. The percentage of residents who live in single-family homes seems a little more predictive. But the highest correlation, at least to this untrained eye, seems to be neighborhood blogs. Look at the neighborhoods with the most responses–Capitol Hill, Ballard, Greenwood/Phinney, West Seattle Junction. Each has its own quite-active blog (Capitol Hill Seattle, My Ballard, Phinneywood, and West Seattle Blog, respectively). Meanwhile, at the other end of the curve, Belltown, the U-District, Pike/Pine, and Eastlake are either blog-less or feature blogs that are still getting up-and-running and building a readership.Another testament to the power of the series of tubes.
