The Center for Public Integrity, an open government advocacy group, gave Washington the top grade for its laws requiring public officials to disclose potential conflicts of interest and the like. But the top spot overall went to the home of Huey Long and William J. Jefferson. Louisiana shot up from 44th in the rankings to 1st, thanks to a newly-passed package of reforms.
