Hundreds of writers, actors, directors, and other stage artists subject themselves to this punishing theater festival twice a year, in which 14 plays are created from scratch in 48 hours. Surprisingly, the results are often entertaining, and they have that extra frisson brought on by deadline stress. Formerly housed at ConsolidatedWorks, 14/48 is making a new home for itself at Capitol Hill Arts Center.
