A new winner will be picked by year’s end, says the AP, adding:Representatives Todd Tiahrt, Republican from Kansas, and Norm Dicks, a Democrat from Washington, said the Office of the Secretary of Defense — not the Air Force — will oversee the competition between Boeing and a team led by Northrop Grumman.
