When investigators arrived, they found Banks with a bullet wound to the head.At first, Banks’ brother said that the boy had shot himself. But after a longer talk with police, the boy eventually admitted to shooting his kid brother.Criminal charges will most likely not be filed, as Washington law presumes a kid 8-years-old and younger doesn’t have the capacity to understand the consequences of his or her actions.
