The only Himalayan restaurant on Capitol Hill is located underground, and its dimly lit interior isn’t particularly inviting. For this and other reasons, Annapurna’s new $2.99 takeout lunch menu struck us as a great idea. Of course, one samosa for three bucks seems stingy, but at least the veggie-filled, deep-fried dumpling tastes awfully good with the green chutney that comes with it. Four sizable pieces of naan paneer (Indian flatbread stuffed with cheese), on the other hand, is downright generous for the price. You can round out a respectable cheapie meal with an order of lentil dal bhat, spiked with cilantro but otherwise mild (said one taster: “like split-pea soup from a can”); a perfectly ordinary chicken curry ($3.99, a dollar extra for the meat); and an impressive portion of unimpressive vegetable broth (free with the lunch entrées). Not a feast suitable for a mountain monarch, but certainly more food than you’re used to getting for $14.
