Phuong Quoc “Pai Gow John” Truong pleaded guilty today in San Diego to his role in a nationwide casino bilking scheme that reached into the coffers of Emerald Queen Casino in 2002. He’s the seventh of eight defendants making up the Tran Organization to cop to a role in a massive conspiracy, the fingers of which reached as far as the mayor’s progeny, Jacob Nickels.
