If you've known a chronic drunk driver or two, then you've probably encountered one who will tell you that he/she is "more careful when drunk." It's a bullshit excuse, of course, but it's more conceivable with drinking than with, say, texting. Sadly, though, it's the latter that's tripled in frequency in the last year-and-a-half. PEMCO Insurance released the results of a June survey that found that 18% of Washington drivers who have electronic devices read or send text messages while driving. In February 2008, that number was only 6%. (Texting while driving is a secondary offense, meaning you can't be pulled over for it but can be cited for it if you commit a driving violation while doing it.) I wonder if Latarian texts:
