Mayor Greg Nickels will give his annual address next Tuesday at 10 a.m. Though he won't be giving the speech at City Hall, again-- a move sure to cause more consternation among council members, he won't be giving it to the Rotary Club either. This year he's scheduled to give the 'state of the city' at the Pacific Science Center, with council members in attendance. Nickels' delivery of the speech last March to the Rotary Club marked the first time the address had been given outside of City Hall. It also spawned a charter amendment, sponsored by council members and overwhelmingly approved by voters in November, that requires the mayor to give one speech in February and another "annual message" later in the year when presenting the proposed budget. (That speech will presumably be given in council chambers.)
