Chang's—A new spin on the Chinese-American restaurant theme, the Arizona-based Chang's "China Bistro" chain now open in the heart of downtown Bellevue offers a spectrum of popular dishes from the Chinese regions—Hunan, Shanghai, and Mongolia as well as the more familiar Sichuan and Canton—suitably chastened for suburban appetites. Prices are reasonable ($6-$8 for lunch entrees, $8-$12 for dinner). Unlike most Asian-ethnic restaurants, there's an extensive wine list, with many Washington items selected to complement the food. A former member of the Ferarri Formula I team and graduate of Aix-en-Provence's Institut d'Oenologie, Beau-Marquet emigrated to the U.S. in 1997, making his debut in the Seattle wine business on the staff at Michael Dodson's La Cantina. The shop, in a 1926 brick storefront, aims at a homey atmosphere, offering a selection of reference works on wine and a comfortable couch for browsing. Call 729-5988.
